"Special Education is a Service, Not a Place"
For a student to receive special education services, a multi-disciplinary evaluation must be completed and show that the child qualifies for one of the 13 disability categories set forth by federal law (IDEA) AND show that the disability is adversely affects their learning which requires specially designed instruction to address. Prior to a request for a special education evaluation, a school district is required try to help the child through the MTSS (Multi-Tiered System of Supports) which provides extra support and specific, research based interventions. If all interventions have been exhausted and the child continues to struggle, the MTSS team refers the child for a special education evaluation. Although a parent can request an evaluation at any time, it is encouraged that they work along with the building MTSS to try to close the learning gaps through the targeted intervention approach. If a parent still chooses to request an evaluation after meeting with the building administration to discuss their concerns, it should be done in writing and include the specific educational concerns.
